Is there an official USMCA certificate form?+

No — deliberately. Any document (even an invoice) containing the nine minimum data elements and the prescribed certification statement works. In practice everyone uses a conventional layout like this one because brokers and CBP reviewers process it faster. The nine elements: certifier role, certifier details, exporter, producer, importer, goods description, HS-6, origin criterion, blanket period (if any), plus the signed statement.

What do origin criteria A, B, C and D mean?+

A — wholly obtained or produced in North America (mined, grown, born). B — meets the product-specific rule of origin in Annex 4-B (a tariff classification shift from non-originating inputs, a regional value content percentage, or both). C — produced entirely from materials that already qualify as originating. D — limited special cases. Most manufactured goods claim B, which means you've actually run the tariff-shift/RVC analysis — that analysis IS your verification defence.

Who can certify — and who carries the risk?+

Exporter, producer or importer may certify (a NAFTA-era change). The certifier signs up to substantiation: records for five years, response to verification, and liability for false certification. Importers certifying on their own knowledge carry it most directly — the duty bill plus penalties land on the importer when a claim fails. Whoever certifies should hold the origin file, not just the signature.

What happens during a USMCA verification?+

The importing country's customs (CBP, CBSA or SAT) sends questionnaires or visits the producer, asking for the origin analysis: bills of materials, supplier declarations for inputs, the tariff-shift or RVC computation, production records. Failure to respond or substantiate kills the claim — duties retroactively assessed, penalties possible, and future claims flagged.
