Metro status follows the FOUR statutory metros only — Bengaluru, Hyderabad, Pune and Gurgaon count as 40% cities despite their rents, a long-standing anomaly. Compliance texture: rent receipts (and the rent agreement) substantiate claims; landlord's PAN is mandatory beyond ₹1 lakh/year of rent; rent above ₹50,000/month additionally requires YOU to deduct 2% TDS under 194-IB (a tenant obligation most miss); and paying rent to parents is LEGAL if genuine — money actually transferred, they declare it as income, ideally a registered agreement.
